PROJECT INFORMATION: The County of Stearns is soliciting proposals from qualified and experienced vendors to provide a modern, secure, and user‑friendly Payment Portal solution. The selected vendor will deliver a comprehensive system that meets the County’s needs, aligns with government standards, and enhances the constituent payment experience.

The purpose of this RFP is to acquire and implement a modern, secure, PCI‑compliant payments platform that delivers e‑commerce‑grade convenience via a quick checkout, saved preferences, scheduled installments, and an available payment history; while expanding the County's tender options to include digital wallets alongside ACH, debit/credit, and text/email‑to‑pay. The solution will consolidate current payment processors to improve operational efficiency, minimize fees, and provide end‑to‑end transparency that informs a future ERP transition.

The awarded vendor will provide all required project management and implementation services.
